Must be at most 3 days before your arrival So technically you can if you are arriving on May 1st, then you would be applying before May 1st, as early as April 28th.
As a permanent Resident , my country of residence is Thailand , it does not have this as a drop down option, what country should i use?

5月1日に入国予定の場合、4月28日から申請可能になります。できるだけ早めにTDACを申請してください。スムーズに入国するためにも、事前申請をおすすめします。
Even holding Non-o visa? Since TDAC is a card replacing TM6. But non-o visa owner doesn’t need TM6 before Is that mean they still necessary for them to apply TDAC before arrive?
Non-o holders always needed to fill out the TM6. You may be confused as they temporarily suspended the TM6 requirements. "Bangkok, 17 October 2024 – Thailand has extended the suspension of the requirement to fill out the ‘To Mo 6’ (TM6) immigration form for foreign travellers entering and exiting Thailand at 16 land and sea checkpoints until 30 April 2025" So on schedule its coming back May 1st as the TDAC which you can apply for as early as April 28th for a May 1st arrival.

Upon completion of TDAC, can the visitor used E-gate for arrival?
Not likely as the Thailand arrival e-gate is more related to Thai Nationalis and select foreign passport holders. The TDAC is not related to your visa type so its safe to assume that you will not be able to use the arrival e-gate.
I am planning to enter Thailand under the visa exemption rules that allow a 60 day stay but I will extend an additional 30 days once I am in Thailand. Can I show a departure flight on the TDAC that is 90 days from my arrival date?

No, you can download the document, and it includes all travelers for the group.
Foreigners entering Thailand using a Border Pass. IS it refer to Malaysian Border Pass or is it any other type of Border Pass
What if the passport does have family name ? in the screen shots it's compulsory to put family name in that case what should a user do ? Generally there is a option which says Don't have family name on other countries websites like Vietnam, China and Indonesia.

I live in Khammouane province of Lao PDR. I am a permanent resident of Laos but have Australia passport. I often travel to Naakon Ph9nom for shopping or to take my son to Kumon School 2 times per month. If I don't sleep in Nakhon Phanom can I say I am in Transit. I. E.In Thailand less than one day
Transit in that context means if you were on a connecting flight.

Will a traveler be denied entry if they missed the 72 hours deadline to submit the DTAC ?
It is unclear, the requirement may be required by airlines before boarding, and there may be a way to do it once landed if you did somehow forget.
