There is a fundamental flaw in this. For those residing in Thailand, it does NOT give Thailand as an option of Country of Residence
The TAT announced already that this would by fixed by April 28th.

Do I need to fill out twice if I'm coming first in Thailand and then flying f.ex other foreign country and then flying back to Thailand?
Yes, it is required for each entry into Thailand

What about Thai citizens who have lived outside of Thailand for more than six months and are married to a foreigner? Do they have to register for the TDAC?

I arrive in Bangkok on 27th April. I have domestic flights to Krabi on the 29th and fly to koh Samui on May 4th. Will I need tdac because I am flying within Thailand after May 1st?
No, only required if entering Thailand. Domestic travel does not matter.
Domestic flight not, only when you enter Thailand.

No you do not! It is only for arrivals starting May 1st

Thai Privilege (Thia elite) members didn't write anything when entering Thailand. But this time do they also need to write this form? If so, It's VERY nconvenient !!!
This is false. Thai Privilege (Thai elite) members did need to fill out TM6 cards when they were previously required. So yes you still need to complete the TDAC even with Thai Elite.
If a hotel was listed on the card, but upon arrival it was changed to another hotel, should it be modified?
Most likely not, as it is related to entering Thailand
What about the airline details? Should they be entered correctly, or when making them, should we provide only initial information to create the card?
It needs to match when you are entering Thailand. SO if hotel, or airline charges before you have entered then you must update it. After you already arrived it shouldn't matter anymore if you decided to switch hotels.
Im entering via train so what to put under 'flight/vehicle num' section?
You select Other, and put Train

คนไทยไม่จำเป็นต้องทำ TDAC ให้เสร็จ แต่จะต้องเพิ่มบุตรหลานของคุณเข้าไปใน TDAC
